City of Canton Department of Development FY 2012 HOME Request for Proposal

The Department of Development, on behalf of the City of Canton, is requesting proposals for the 2012 HOME Investment Partnership Program (HOME) funds. The United States Department of Housing & Urban Development (HUD) funds the HOME program.
Applications will be accepted until 9:00 AM on Wednesday, February 29, 2012.

PUBLIC NOTICE

In 2010, the City of Canton (City) requested and received a Release of Funds (ROF) from the Department of Housing and Urban Development (HUD).  The request and release were the result of a Tier One Environmental Impact Study (EIS) for the use of HUD funds for various projects including Community Development Block Grant (CDBG) activities, HOME projects, and the Neighborhood Stabilization Program (NSP).  That EIS announced there were no significant impacts occurring as a result of the various projected activities and programs.

CONTINUATION OF PROGRAMS

Now the City desires to continue the use of HOME funds with the construction of new homes in the Georgeview Estates allotment.  The project consists of six (6) new homes which will be constructed with "green" standards and have a projected total cost of $810,000.

FINDING OF NO SIGNIFICANT IMPACT

The City has determined this project will not have detrimental impact on the surrounding area nor the City as a whole.  This was determined after conducting a Tier Two review of the site and project.

PUBLIC COMMENTS

The Tier Two report is available for review in the Department of Planning, 5th Floor, Canton City Hall, 218 Cleveland Avenue SW between the hours of 8:00 AM and 4:00 PM Monday through Friday until November 30, 2011. Persons with comments may submit them to the same location and those comments will be made a part of the environmental review and if warranted, acted upon accordingly.

This is being done in accordance with the National Environmental Policy Act of 1969 and other HUD guidelines.

The City certifies to HUD that William J. Healy II as Mayor consents to accept the jurisdiction of the Federal Courts if would be brought to enforce redponsibilities in relation to the environmental review process and said responsibilities have been satisfied.
